This was 'fixed' for 1.8 only. That's why it is still marked up for Future Versions, instead of 1.7.6 pre-releases.

I don't think it's intended either. However, it doesn't really cause anything bad, it uses up water (which can be infinitely collected).
I don't see why it would be intended, it is supposed to remove dye. And as the OP stated, it does it for undyed armor.
You're still washing the leather armor, even if it's not dyed. Are you saying that washing undyed leather armor shouldn't consume water, or that you should be prevented from washing undyed leather armor?
You shouldn't be able to wash undyed leather armor, this feature came to remove dyes from leather armor by taking water from cauldaron
but it still takes water if the armor is undyed.

I personally used this as a feature. Since cauldrons with comparators give off signal, I'd use undyed leather armor to test different strengths when incorporating them into redstone contraptions. I know you can lower the water level via using empty bottles and putting out burning entities, but resetting is a pain. The ability to hold leather armor and right click to adjust levels as needed was actually incredibly useful.
This complicates the process of adjusting water level when using cauldrons in this way. Now, you must always have a valid method set up, which makes adjusting water level more cumbersome. You must either dye armor for EACH water level you want to remove, have a bottle you must keep drinking to empty/lots of bottles, or just start burning tons of entities and dropping them in. This is far less than preferable. Idea-wise you could say you are washing the armor, but I believe this should stay in the game to help those putting cauldrons to use in such ways.
Could someone give me reason why this shouldn't be possible? I understand this was originally intended for undying, but as I've stated above, it has other uses.

Edit2: http://i.imgur.com/dJlChQx.png This was a system I made long ago. Whenever the cauldron empties, the droppers give you a water bucket to refill it. I always used undyed leather armor to test it, but now I'll have to keep redying armor or have lots of empty bottles I'll have to re-empty afterward.

Sigh. Can you give me an alternative for clearing cauldrons that doesn't require me spamming full water bottles everywhere during testing? The only reason I can think of this would be an issue is if you attempt to right-click leather armor on while looking at a cauldron, which if the armor is dyed you'd be actively avoiding and otherwise would be unlikely to occur. As others had noted, all this does is use up water, which you can refill into it as needed. But methods of removing water are cumbersome.
I remember watching redstoners who told me using cauldrons as door-control mechanisms was impractical since emptying them was a pain, and when I told them you could use leather armor, they became interested. It's a simple way of controlling cauldron water level, I don't see why it needs to be changed.
I didn't think it needed to be changed either. If you'll read my first comment on this issue, you'll see that I thought the previous behavior of it consuming water even if the armor was not dyed made more sense. But now you've convinced me that it was something that should be fixed. You might want to think hard about your argument.
Your first comment relates to washing clothes, but clothes don't get dirty in Minecraft, should be no problem

I can confirm it's still broken on 1.7.6pre2 despite appearing on the changelist as a bugfix for that version.
The changelog on https://mojang.com/2014/04/minecraft-1-7-6-pre-release/ is wrong.
I know i'm not some genius, but have you tried using color code detection to make sure un-dyed leather Armour from using up water?
