No. Scarcely happens now.
Please check if that's still an issue for you in the latest version of Minecraft.
I haven't encountered that problem ever since it popped up in 18w16a for the first time, but I promise it exists in Minecraft. I don't know exactly how to reproduce it, but it just can happen sometimes.
If this happens again, attach a video of the bug and ensure doFireTicks is set to true.
How to ensure that?
