MC-136673Kelp spawns in the nether
I've been playing a survival Minecraft game for a while. I went to the nether at least twice before, then when I went recently, I saw kelp floating in the air in the nether. I saw some appear after that.
It seems like this game has had low hostile mob spawn rate.
I zipped the save directory, but it comes to 35MB: too large to upload.
Environment
Windows 10 x64. 4GB RAM. AMD Athlon II X2 215. I left the Java settings as default.

The seed is 6923673328792755773.
I added a screenshot with coordinates near where the last one was taken, but this time when I went into the nether, there was no kelp.
Strange... also unable to reproduce with given seed and coordinates, and I wasn't able to find kelp anywhere else in the nether either.
Unable to reproduce for 1.13.1 too.
