Created Issue:
Point of interest blocks freeze the game
Placing a point of interest block with air under it going all the way down to the void, while a villager is nearby, freezes the game for a bit.

Confirmed. I attached a debug profile (profile-results-2019-03-23_17.25.35.txt) of villagers looking for POI blocks in void worlds. TPS drops down to 2.11.
