MC-149192mobs spin on top of sea grass and kelp
any sea grass or kelp that reach the surface of the water will cause any mobs swimming over it to get stuck and spin in place until the grass/kelp is broken.
I didn't test any of 1.14's pre-releases but it is most likely present in them too.
