Floatable mobs are unable to walk when in waterlogged blocks
The bug
When an animal walks in water which is only a half block deep, they can't seem to move and spin in place.
This bug also happen to some hostile mobs that can float on the water, like creepers, spiders, silverfishes, illagers
How to reproduce
Spawn some pigs, using wooden half blocks, with the top half filled with water. The pigs move into the water, get "stuck" and instead of moving, will just spin in place. They can sometimes move a very small big/slowly, but mostly just spin in place.

Animals are unable walk when in water one half block deep, instead spin in place
When an animal walks in water which is only a half block deep, they can't seem to move and spin in place.
I noticed this with pigs, using wooden half blocks, with the top half filled with water. The pigs move into the water, get "stuck" and instead of moving, will just spin in place. They can sometimes move a very small big/slowly, but mostly just spin in place.
Another side effect of this, which I'm uncertain is intentional, is that baby pigs drown in the same half block of water, unable to swim/move out of it.
The same seems to be true for cows, sheep, wolves, ocelot, villagers.
Spiders appear to be immune to this? They may spin a bit, but can mostly just walk slowly through the half block of water.
Other aggressive mobs also seem less affected and can slowly move, occasionally spinning.

The bug
Entities have difficultly pathfinding when standing on waterlogged top slabs.
Similarly to MC-136318, the mobs will stop moving and spin when on top of a waterlogged block. In 1.14.4 Pre-Release 2, the pathfinding was fixed for most waterlogged blocks. However, the pathfinding is still bugged if the block is the top half of a waterlogged slab.
How to reproduce
- Run the following command:
/fill ~10 ~-1 ~10 ~-10 ~-1 ~-10 minecraft:cut_copper_slab[waterlogged=true,type=top] - Summon a cow on top of the cut copper slabs
- Attack the cow
Observed behavior
The cow does not panic; it has difficulty pathfinding while on waterlogged top slabs.
Expected behavior
The cow would panic; Entities would not have difficultly pathfinding while on waterlogged top slabs.
This should have been fixed in 1.14.4, see MC-136318.

Still in 18w46a - I have two Illagers in some water nearby who have been spinning on seagrass for many in-game days now. Normal game, no mods, cheats enabled but no cheats in use. I'd feel sorry for them if they weren't so shooty...
I confirm this bug too in 1.13.2, It's not just animals but mobs too. Any walking entity. The problem only happens when the entity starts its path on a water-logged block (seagrass, kelp near the surface, etc....)
It also happened to some hostile mobs like silverfish, endermite and vindicator in 18w50a, seagrass and coral can also stuck these mobs

Happens in 1.14.1, the issue also happens when a floating mob swims into a water block that also contains seaweed or some other kind of waterlogged grass. The mob should swim right through it, but instead it gets stuck and spins randomly.

Confirmed for 1.14.2 release. Cow following player carrying wheat gets stuck on seagrass and starts spinning.
this happens with every mob (animals, villagers, EVERYTHING). it really needs to be fixed
I've found that this bug also occurs when mobs try to walk on halfslabs that directly at water level (the lower 'half' of the block is filled with water while the top is slab). Really sucks for my slab-based raft village. I'm not sure if it's related, but creepers that blow up on these blocks also don't destroy any blocks, as if they were in the water (but they are not).

Bug seems mostly fixed. However, in 1.14.4 pre release 2, mobs still experience the spinning if they walk on the top half of a waterlogged slab (top of block is slab, bottom is water).
Since both the behaviour and the code changed, I recommend creating a new ticket and linking it here (so that it gets marked as related).
