MC-149780Horses don't turn into a skeleton horse or skeleton trap when struck by lightning
Horses are not suppose to turn into a skeleton horse when struck by lightning. Skeleton horses come from "skeleton traps" that spawns during a thunderstorm. The lightning that comes from the trap is visual and not real as it does no damage to mobs or set blocks on fire. If you want to spawn a "skeleton trap" with commands, summon a skeleton horse with the NBT data SkeletonTrap set to 1 like this: /summon minecraft:skeleton_horse ~30 ~ ~ {SkeletonTrap:1}
there is a bug in 1.14 release and pre-release as well

i dont know about natural lighting strike but we cant get it via trident means we cant get seleton horse in survival only via commands ( /summon command or spawn egg )

I think skeleton horse don't spawn that way. They spawn from skeleton traps. Read more about it here: skeleton horse
A skeleton horses will spawn by skeleton traps that has a chance to spawn from lightning strikes.
