If you're using optifine:
1. Don't report bugs here. Any mods invalidate any bug reports you make, only file them if you can reproduce in vanilla.
2. Go update or uninstall, this is a very common bug in it
im not using optifine this happens at previus versions aswell, cant figure out what it is, but i went in a server and no one spoke (the server was full) so either everyone has a problem with the chatt or (the most likley option) that theres only a problem for some, thank you for your time and good luck with the bug fixing

Go into the escape menu, multiplayer settings, chat settings and see if chat is turned on.
