MC-16364Lead can't be used when stack size is 1
When you have 1 lead in the stack, and you right click an animal (tried horse and pig) the lead will disappear from your inventory, making you unable to bind animal to the fence. You can still right click the animal to get the lead back. If you select another lead item, you can bind animal to the fence. This isn't reproducable in creative, as the lead is not consumed.
I think this happens because right click with empty item stack doesn't check if a lead is bound to an animal, while right click with lead does.

You always need 2 Leads in order to 1st bind and 2nd attach your animal to a fence. I think that's why the crafting recipe for the Lead gives you 2, not 1 single Lead.
I hope I understood you correctly, that this is your issue - that you thought that 1 single Lead would suffice in order to bind and attach your animal ?
Edit: Or do you suggest in making it impossible for someone to use Leads on an animal, if he only has 1 single Lead in the slot ?

I meant that as only one lead is consumed when you bind an animal, you should also be capable of using lead when you have only one left. And this may haven't been noticed earlier because of that crafting recipe.
