this issue is still in 13w17a, unable to tie horse to fence unless you have 2 leads. lead should not disappear from inventory when attached to horse, only when attached to fencepost.
The lead should act like a fishing rod. It should still be in your hand up Until you click on the fence. And then when you want to take the lead off the fence it should be in your hand and not just drop and un lead the horse.

Seems intended. The first lead is too short to tie to a fence, so you need a second lead.
If that were the case it would use both leads, not just one. Clearly a bug.

Confirmed with other animals too, for example cows.
I believe this is an error in the code. When the fence post checks to see if you can attach a lead to it it checks your inventory instead of checking if you are currently using a lead on something. However, I can't explain why you need 2 leads in your inventory. If i am right, the most obvious way to fix this bug is to make the fence check if you are using a lead, and find the line of code that requires you to have 2 leads.

I don't really know if this is really a bug - or the reason why the crafting recipe always gives you 2, not 1, Lead. I noticed that "bug" right from the start when it came out, but I thought that it should be that way - Bind the animal with the first Lead, attach it with the 2nd. Then again, I don't know horses and their leads in real life at all, so maybe this wasn't intended of Mojang in the first place (that you always need 2 Leads) }

For me, I think that normal to use 1 lead for each animal + one for the knot on the fence, but why can't we use the last lead (for making the knot attaching all lead), it should be removed. And after can't we have the lead back on us by right click on the knot, no it simply destroy the lead and the knot.

Perhaps a fix could be the addition of a specific tool for attaching leads to fences.
I love how all the comments are most likely from people who have no idea how to care for a horse.
A minor change of code might fix it based on what i posted before...
if you are referring to how you have to use 1 lead to leash the animal and another to tie it to the fence, I do believe that is on purpose... But if it is a bug, I confirm its existence.

When taking care of a horse you kind of need 2 leads to do anything. One via Bridle and one via halter. Most people have to do this with crossties but if you're outside like how they are in minecraft the double lead trick is needed. I have a feeling this was intentional

Isn't minecrafts intention to attempt to replicate the real world? What caretaker uses two leads to tie a horse to a post? in what world are any of you living in where it takes two leads to do this? None. One lead, one horse, one post, period.
