Charcoal counts as Coal when discovering the Campfire recipe despite being two different items for crafting.
Replicate
*Pre-make or get a Campfire
- Do /recipe take @p campfire (Notice how it doesn't say campfire_with_coal or charcoal)
- Make a campfire with Coal
- Then make a campfire with Charcoal (Notice how it doesn't show up how to make a campfire again)
- Do /recipe take @p campfire again
- Make campfire with Charcoal
- Then make Campfire with coal (Notice how the campfire doesn't show up again)

There's no reason for these two recipes to be separate. Additionally, when you take away the recipe, you also need to revoke the advancement that rewards it if you want it to be discoverable again.
