enchantments on a mob's weapon does not affect other mobs
Steps to reproduce
A zombie hitting a villager is the best example of this, and Fire Aspect is the best enchantment to test this.
- Spawn in a zombie and give it an enchanted weapon (fire aspect)
- Put it in an enclosed area with a villager
- Observe what happens to the villager when hit
It will not burn.

However, I cannot reproduce in 13w24b; the zombie sets the villager on fire even if the zombie has a helmet and is not burning.
