The Bug
When Shifting and having any item in your hand you are unable to open blocks that take you to a User Interface
Replicate
- Shift (You can toggle it to make it easier)
- Place a block with a User Interface (Crafting Table, Stone Cutter, Blast Furnace, Chest etc.)
- Hold any item in your hand (I used a stick)
- Click to open User Interface
- Notice that you can't

We're actually already tracking this issue in
MC-4196, so I resolved and linked this ticket as a duplicate.However, that ticket has already been resolved. That means that this is not considered a bug and won't be fixed. Please do not leave a comment on the linked ticket.
