MC-187577Torch burn-out clock doesn't work with redstone cross.
When using the redstone cross in a simple torch burn-out clock (Block with on the side a torch on the top a cross and a block above the torch). The torch will sometimes give 8 short pulses and the other times it will one short pulse.

It is a bug because the redstone torch is not supposed to work this way. Besides that the torch doesn't recieve updates the way it did in 1.15
Please include a video of the old behavior as well
