I would have to agree with SlicedBlock for this one. Look in
MC-77265, and you can see that the report was resolved as "Invalid" before the report was changed to a feature request (description remained the same).You can also check the comments section of that report for some more information.
That ticket was a blatant feature request. Has there been any confirmation from mojang that this behaviour is intended?

As you can see in the history of that report, the title of the report was changed from /kill @e[type=arrow] to what it is now, meaning that at first, it wasn't really a feature request; it was simply just an explanation of what they thought was the bug. This occured after CubeTheThird resolved the ticket. I am attaching a screenshot of this.

MC-77265.Let's turn this around, what evidence is there to suggest that Mojang does not consider this a feature request?

These arrows are obviously an entity, but cannot be targeted...

According to the F3 screen, arrows in players are not considered entities. I shot myself with hundreds of arrows (with resistance effect so I could live through it) and then entered F5 mode. However, the entity counter in the top left of the screen said that there was only one entity in view (which was me, the player). This means that the arrows do not count as entities while in a player.
This would be an entirely new feature based on the information provided, hence this is a feature request.
As far as I'm aware, @e and commands already exist, so this cannot be considered a feature request.
