MC-242681Old Pillager Outposts in 1.18 snapshots dont work anymore

What I expected to happen was...:
I was at my Raid farm. I needed bad omen. Went to my pillager outpost (1.17 generated). And I expected some pillagers to spawn.
What actually happened was...:
No Pillager spawned...sad 
(that was in my survival world)
Steps to Reproduce:
1.Create World in 1.17 or older version
2. Go to pillager outpost....it works fine
3. Load World in 1.18...no spawns

Can confirm this behavior. Created a world in 1.17.1 and pillagers spawned perfectly fine (glow effect to showcase that), then upgraded that world to 1.18 pre-release 7 and no pillagers spawned.
