Some of its images do show this issue, but MC-128659 really is about structures allowed to be generated without ground (including strongholds and mineshafts, generating in air, rather than in stone); this is about structed which snap to the surface (such as villages) generating the floor out of the world (the bottom of the structure is supposed to replace the surface, but if there's no surface, it shouldn't be deleted).

The "bug" datapack seem sus. Do you changed anything in it?
The village generation isn't touched by the data pack, only the terrain has been replaced with just air.
i didn't change anything in the datapack and I used the 1.18 multi-noise
also confirmed in super-flat worlds. I am attaching the world to you and screenshots too.
This seems related to or duplicates MC-87522.
I believe it is related
Fixing it, would "fix" this, fixing this doesn't necessarily fix that (eg making it generate 1 block higher when at min_y, or generate floating islands, rather than just disallowing it in general)
