The Bug:
Sculk can spread into spawn protection.
Steps to Reproduce:
- Start a server, join it, give operator permissions to yourself, and switch into creative mode.
- Set the world spawn to your current location and locate the edge of spawn protection.
- Place a sculk catalyst adjacent to, but not inside of spawn protection.
- Obtain a sword along with some cow spawn eggs and switch into survival mode.
- Remove your operator permissions, and grant anyone else with them in order to activate spawn protection.
- Summon some cows near the sculk catalysts and kill them.
- Watch closely as the sculk spreads.
- Take note as to whether or not sculk can spread into spawn protection.

I'm pretty sure that the resolution of this ticket should be reconsidered and resolved as "Working As Intended".

spawn protection is about player interactions. Sheep can get hungry and eat grass, same sheep can die and spread sculk.

That is separately tracked at MC-225175.
Given the resolution of MC-249204, MC-224203, and MC-224867, it is highly likely that this behavior is working as intended despite the assigned "Mojang Priority". This comment from [Mojang] Gnembon states that spawn protection is supposed to prevent any kind of player interaction, and since lightning can naturally hit spawn protection, this is most likely intentional behavior.
