The bug
Note blocks placed above packed mud play the "harp" sound instead of the "basedrum" sound.
Expected result
This is expected for mud which is a dirt-like material, but packed mud behaves more like stone in that it can be crafted into stairs, slabs and walls. So it makes sense that the expected instrument would be "basedrum".

I think my bug reports (MC-269050, MC-269051 and MC-269054) are falsely resolved to be the dupe of this bug, especially the MC-269054 (please note that pistons aren't "new" blocks, they were added just right after note blocks). Even if my bug reports aren't falsely resolved to be the dupe of this bug, then why MC-256688, MC-233215, MC-260046, MC-249337, MC-269047, MC-269048, MC-269055 and MC-269057 aren't a dupe of this bug? I don't understand.
