1. Give an allay a non-stackable item, like a minecart, cake, or axolotl bucket
2. Throw another item of the same type on the ground
3. Watch your little buddy pick up the item

This is intended behavior. The item you give the Allay isn't considered as part of the stack.
It is not stacking the items.
