The chunk render distance is smaller than the fog distance
On far render distance, Minecraft will not load all chunks past a certain distance on far. Also, walking away from a chunk will also cause a chunk to completely disappear. Happens on the vanilla game. Happens on single player as well as multi-player.

It hasn't always been like this. You're also forgetting that chunks unload while walking a small distance away from them. This a huge problem. And if I use optifine to use a higher render distance, it will still cap at that one chunk loading. You are misunderstanding me, it's not normal. I have been playing the game for 2 years now and I know what chunks are supposed and not supposed to be there. And also, Kumasasa, should I change that to the title of the bug? I'm confused.
