Steps to Reproduce:
- Summon a horse already equipped with a saddle by using the command provided below.
/summon minecraft:horse ~ ~ ~ {Tame:1b,SaddleItem:{id:"minecraft:saddle",Count:1b}} - Place down cacti nearby.
- Ride the horse into the cacti and observe how it sometimes rears when it takes damage.
- Try to steer the horse out of the dangerous situation as it's rearing.
- Take note as to whether or not horses, donkeys, and mules sometimes play their rearing animations when they take damage, making it incredibly difficult to guide them out of dangerous situations.
Observed Behavior:
Horses, donkeys, and mules sometimes play their rearing animations when they take damage, making it incredibly difficult to guide them out of dangerous situations.
Expected Behavior:
Horses, donkeys, and mules would not remain still when receiving damage while rearing, therefore making it easier to guide them out of dangerous situations.

When was the last version this functioned correctly? Has it always been like this?
As far as I'm aware, the behavior was always been like this. Regardless, I still think that not being able to guide your vehicles out of dangerous situations like these doesn't feel right. I would consider this bug to be a moderate inconvenience as once players find themselves in this scenario, it can be difficult to get themselves out of it.
