Striped wolves are meant to spawn in larger packs of 4 to 8 in Wooded Badlands, but they only spawn in packs of 2, and only very rarely.

Pack of 4-8 unfortunately means 4-8 attempts not guaranteed mobs.
I think they still end up being more rare than the snow wolves
