Ominous Vaults as a block are unreachable. They are not in the creative menu, you cannot take them by clicking the second mouse button, and you cannot summon them to your inventory with a command.

I wouldn't really call this a bug, ominous vaults are not their own block, they are just a type of vault block, it's like trying to obtain a waterlogged stair
You can obtain it by running
/setblock ~ ~ ~ minecraft:vault[ominous=true]@Greymagic This will result in a vault block with the ominous texture but not the loot table and it can only be opened by regular trial keys.
(edit) Currently the only thing that seems to work is copying and pasting it with a structure block.

MC-270095so re-resolving this as a duplicate. See comment below still though!@Greymagic27 isn't it usually the duplicate that has a higher number because it was inserted later?
Usually, yes. It's not unknown for newer reports to become the parent however.
In this case
MC-270095is already confirmed so it makes more sense to resolve reports into thereJust put it in Mojang. People have been miserable about it. It is in the game as a block, so let it be obtainable as a block or add debug sticks.
also, the command given by Greymagic27 does not work.
