MC-32383Cannot scroll down in Creative Inventory in materials and combat

*What I expected to happen was to be able to scroll down in the Combat and Materials tabs in the Creative menu.

Steps to Reproduce:
1. Go into Creative mode
2. Open Inventory
3. Click the Combat tab
4. Try to scroll down
5. Click the Materials tab
6. Try to scroll down

You cannot scroll down because there is only one screen of items in both tabs. (What item do you miss ?)
