MC-3889Dirt can be tilled under plants and sign without destroying the block on the tilled dirt
if you plant tall grass/saplings/flowers or place a sign on dirt and then till the dirt the plant/sign will stay ther on top of the farmland(tilled dirt).For some reason it only applies to a dirt block under it not a grass block under it.

I think tilled dirt is just dirt with a different damage value. That would explain why it happens with dirt but not grass.

Can you reproduce this is unmodded minecraft?
I do not have any mods installed, just a hd default texture pack
I cannot till grass with a sign on top of it, but I get the same behavior with a dirt block in 1.4.4.

I think you need a mod for an HD texture pack. Optifine?
I used MCPatcher does that count as a mod?
MCPatcher is definitely a mod.
If this can be reproduced with a completely vanilla MC, then feel free to create a new issue ticket.
