MC-4330Slow Mining while Flying
While flying (no creative mode) the player mines slowly, at first I thought this was Bukkit but after further investigation it appears client-side. To recreate this issue: player.setAllowFlight(true);

I can confirm this.
You cannot fly with unmodded clients in survival.
This ticket is invalid as it relates to a modded or 3rd party client/server.
