You can reproduce this bug in 14w02c. Clear command throws an error, but items are deleted except armor parts.

Are you sure? i'm able to reproduce in 1.7.4 in all 3 gamemdoes
Confirmed with any action assigned to shift.
Confirmed in 14w21b. It takes quite a few tries, but it is definitely possible to get stuck sneaking by only pushing and releasing both shift keys at the same time.

Is this still an issue in the current Minecraft Snapshot 15w47c or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
