Placing a Sign with NBT Tags doesn't apply the tags to sign

Im still having this problem in 1.10.2, any suggestion why?
Because it works fine in creative, and is blocked for any other gamemode, for security reasons.
I am in creative mode, also this only occurs in all server, not in singleplayer, I'm an admin and still can't use it

Does the server use Bukkit, Spigot, or any other modded system? If so this tracker is only for issues found in unmodded Minecraft.

Before I go, somehow when i gave the sign to somebody it work fine, but when I place it it give me a normal GUI. Is that a client side thing or server?
