That's kinda cool, actually.
Its a bug, Barrier blocks are meant to be an Invisible block that you cant go through. If fences connecting to barrier blocks is a bug, then this is a bug too.

I am not sure if this is really a bug. The barrier block was defined as full block, so you can place everything (except plants) on it. If this is a bug, they should also disable placing redstone on barrier blocks same with repeaters, comparators, item frames...
