MC-53598Cannot build near 256 height border

What I expected to happen was...:
Before, i could build high over clouds.
*What actually happened was...NOW i cant build near the clouds either.
Steps to Reproduce:
1. Put a step by step guide on how to trigger the bug here
2.BEFORE i could build a high tower
3now i can build very low towers.

The max. build height is a server property and can be changed by the server owner.
