What I expected to happen was...:

the piston head extended
Steps to Reproduce:
1. Put a sticky Piston on the ground
2. put a redstone block one block above it
3. the piston will extend but it stays extended until you remove the redstone block

Confirmed, also works with normal pistons
This is intended. The Redstone Block acts like an Redstone Torch. Pretty much what happens is the Redstone Block powers the Piston. The Piston reacts and then the Redstone Block has to power the piston below it cause there is no other Redstone to power. It goes to the Piston Arm and transfers to the piston and keeps it forever powered until the Redstone Block is taken away.
