There are some blocks you can't get even using /give... For example, minecraft:portal, minecraft:water.... But you can use /setblock to put them on the world but not get them as items... It's works as intended...
Why you cant give it to anybody like some people need to give like a nether portal to a player to say like "Teleport" and when he press it he tps
