MC-67446Ctrl + PickBlock doesnt Copy the SkullOwner Tag
Picking a Head with a Custom Owner with Pickblock will give you a Skull with no CustomOwner but with the [+NBT] lore.
Fix: Pickblock should give the Player a Head with special Owner since this is an NBT TAG.
