MC-76497Enchanting is biome specific
This bug starts up recently, around the release of 1.8.1. In this bug, the same placement of bookshelves around the enchanting tables give different level of enchantments in different biomes. To replicate the issue, follow the instructions:
1) first make an arrangement of the bookshelves for level 30 enchantments, made in Ice Plains Spikes biome.
2) Put in any tools that can be enchanted, it should only show 3 available choices, level 1, 3 and 10.
3)Choose the level 10 enchantment, now try getting another tool for new enchantment. This time the GUI will show level 1, 3 and 7.
4) Choose the level 7 enchantment, get another tools and attempt to enchant again. This time the GUI will only show level 1 and level 2.
5)Repeat above steps in other biomes, only Ice Plains and Ice Plains Spikes are getting this issue, the rest will remain the normal enchanting mechanics.

It's very hard to find an Ice Plains Spikes and Ice Plains biome, could you please provide the coordinates and seed for this world? (To be fair, I thought about going into the Custom type of World and set to Ice Plains Spikes, but not sure it will work. So that's why I asked for the seed and coordinates.)
Sorry, the snow layers are blocking the enchantment particles and the enchantment level "effectiveness" on the Enchantment Table. Try removing the snow layers and try again.
