MC-85Arrows still set players on fire with doFireTicks
when doFireTicks are off you can still shoot someone with a bow fire enchantment and set them on fire.

The doFireTicks game rule is meant to control blocks burning, not entities. I'll leave this open though in case a Mojangsta wants to change that.
