MC-85518Eye of ender doesn't work in Creative.
When you do right click in creative with an enderpearl, it works, but with an Eye of Ender it doesn't.

Make sure structure generation is enabled.
@Mustek eyes of ender work regardless of whether the world has any strongholds or not - they just fly to where there should be one. even if the mechanics for the flying don't work correctly they should still be throwable.
