Elytra enchanted with Unbreaking acts strange
First of all you can enchant the elytra with Unbreaking in survival.
An enlytra enchanted with Unbreaking acts strange as instead of decreasing the durability per time (like it is with an unenchanted one: one less durability per second), it rather happens randomly sometimes not decreasing the durability for about 20 seconds, then for 4 seconds decreasing it by 1 per second. There seems to be no pattern for this (at least I cannot see one).

It works as expected for me. Can you attach a video? Are you sure the server isn't lagging?
In my opinion it is working as intended. Unbreaking is an enchanting that gives probability of not consuming durability. Unbreaking 1 gives 50%, unbreaking 2 gives about 67%, unbreaking 3 is giving 75% chance of not consuming durability. In this case, you can take durability more often or less often. Game is not remembering how many times it tried to decrease durability, so there is a chance to take 2 in a row and don't take many times in a row.
You are right, I thought normal tools would mine 4 blocks before loosing 1 durability but there it is random as well.

With which randomness?
I don't know exactly which source of randomness (hardware randomness, software pseudo-randomness) is responsible for this, but it might be your hardware generating bad randomness.
