MC-95527Level 30 Feather Falling 4 Not Available
When enchanting, you can not get feather falling 4 on boots with a level 30 enchantment. This includes all types of boots. You can however get feather falling 3 at lower levels, but you won't get feather falling 4.
1. Get an inventory full of diamond boots (or any type of boot)
2. Get an enchant table with enough book shelves for level 30
3. Enchant all the diamond boots with level 30 enchants
4. You won't have any boots with feather falling 4 on them
I first noticed this on my server many snapshots ago when I used over a stack of diamonds trying to get feather falling. I tested it in creative and the same issue occurred. I believe books had this issue in earlier snapshots, but now do not.

How can you confirm it? How many times have you tested it? You have to test at least 100 times or so to confirm it.
I just got FF4 on iron boots after 10 attempts. (Also had DS2 and FP3)
