MCD-5706you can't replace artifacts on cooldown
when an artifact is on cooldown and you drag another artifact to it's place, it will play the cancel sound and not replace the cooldown artifact at all.

MCD-5706 is resolved as works as intended despite it not being something that would be intently added into the game as a feature.

An artifact can only be replaced when it is not on cooldown. This is intended to prevent exploits that allow circumventing the cooldown.
