Here's what I found for enchanted mobs whose eyes don't glow in game. :
- Iceologer
- Mobs from Howling peaks. (animals, Illagers and ravagers)
- Evoker and Illusioner
- Baby drowned
- Tropical Slime
- Turtle
- Dolphin
- Squid
- Glow Squid

I found that if the mob don't have "shadow texture". Their eyes won't glow.
