I found 3 Firsts but the Improvement Building for Firsts did not show up in my journal. I also have the Oak First missing. I see the question mark he should be and he makes noises but he is not there.

We do not have enough information to find the cause of this issue.
We can tell by the fact you have all the mob alliances and there are no piglins present, that you are pretty far into the game. Could you let us know in what moment are you precisely? Have you defeated all of the Piglin Bosses? Have you defeated the final Boss? And when was the first time you interacted with a First in this world?
