In the PC version, blocks can be mined extremely fast with applicable tools. Some can be broken like this by hand, such as tall grass, however in the pocket edition there is a long delay in between the destruction of the block and the starting to break the next one.

This is still not 100% fixed. Blocks can be broken instanly, but we still have the delay between the destruction of one block and starting to break the next one.
Still not fixed, see comment previous.
Seems as though in some point of time, this was fixed for solid blocks, but not non solid blocks. Enchanted shovels appear to instamine dirt type blocks just fine, but tall grass, if targeted first, will not allow the player to mine any more blocks until they lift their finger.
