MCPE-106239Fast comparator subtract mode circuit lock
I created the redstone circuit showed in the picture, its meant to throw out items at a great speed, but it didn't throw out any items. Before that one I had already created one in the same world which had worked, so it might be a problem with location. I also tried to create one in a different world and that one didn't work either. That's all the details I have right now, I'll try to add more if I find them but this is my first report so I'm not sure if it's possible to even edit them. If anyone has this bug happening as well, please let me know cause maybe it's my phone then.

I cannot reproduce the circuit getting stuck as shown in your picture in Windows 10. This could be a chunk border issue like
MCPE-48054, or an optimization-related issue like MCPE-101102. Can you trying moving the circuit by a few blocks?The ticket will automatically re-open when you reply.
