You can jump on the ladder from 2 blocks underneath it, as seen on the pictures.
Especially annoying when doing ladder parkour.

Confirmed. Applies to Creative mode and Survival mode.
Please do not assume that the difference between behaviors between PC and PE editions of Minecraft are a Bug.
How is this not a bug?! Ezekiel agrees this is a bug, why shouldn't you? This is clearly one of those things that the PE developers messed up. Why don't you ask them, I'm pretty sure they'll tell you the same thing.
