I was trying to make the BUD tnt in MCPE and I found something weird.
When I updated the tnt, it did not blow up. I then made the redstone dust on the redstone block point towards the tnt. It STILL didn't blow up. Then I connected a lever to the redstone dust and turned it on even though the redstone appeared to be 'powered'. The tnt then blew up.

Confirmed on Samsung Galaxy S4 Active Android 5.0.1 MCPE 0.13.0.
Redstone dust that is on top of a block fails to power blocks that are immediately adjacent to the dust. However, connecting that redstone dust to more redstone dust works as expected.
Redstone blocks appear to power blocks and dust correctly in all directions.
Example steps to reproduce in a new creative flat world:
Notes: you can replace the lamp used in the example with tnt, powered rails, or other things and get the same results. I tested all 4 directions around the dust on top of the redstone block and get the same results.
Update: redstone dust below the redstone block suffers the same problems. In the image titled "screenshot_..." you can see (from left to right)
redstone dust powered below a redstone block that is failing to power the TNT immediately beside the redstone, (ii) 2 redstone dust powered below a redstone block powering a powered rail, (iii) an unpowered powered rail for reference.
Fixed in 0.13.1.
