Are you sure the pulse isn't actually happening and your game is just lagging so that it doesn't appear visibly? I noticed that even though the redstone wire didn't appear to pulse twice in the video, the dispenser in the top right appeared to continue making smoke particles twice just like it had before, meaning it was probably still getting powered the same amount of times as before. I think this may not even be a bug, and is just an artifact of the game processing so many redstone ticks that it lags and skips visually updating the redstone dust. (This seems to be something that happens frequently in Pocket Edition when you are using a lot of components.) Please confirm whether or not the dispenser is activating the correct amount of times or not.
It would also be helpful if you could provide a world download or provide some detailed description of an easy way to reproduce the bug.
Yes, i am really sure that its not caused by lag. An item should be dispensed by a dispenser. I'll prove it with a world download. Then you can see its not just caused by visual problems.
Edit: I checked every old contraption, i am proud of you guys. Everything is fixed.

Not sure if this was even a bug to begin with, but whatever the case, it is resolved now, so closing this issue.
