However, this issue has been closed as Working as Intended.
The report you have submitted is working as intended, you will need to choose the 'enable cheats' option to be able to switch personal game mode.
Also, this feature is only enabled in the 0.16 beta version of the game, not in 0.15.7 that you have selected above.
