Armorers, fletchers, fishermen, toolsmiths, and weaponsmiths can sell enchanted items enchanted at a level greater than level 19. For example, a fletcher can sell a bow with Unbreaking 3, Flame 1, Punch 1, Power 3, and Infinity 1, which is a higher level than level 19.
