Armorers, fletchers, fishermen, toolsmiths, and weaponsmiths can sell enchanted items that are higher than level 19. For example, a fletcher can sell an enchanted bow with Unbreaking 3, Flame 1, Infinity, Power 3, and Punch 1. Using the trading helper resource pack will benefit greatly in reproducing this bug. This is without the Villager Trade Rebalance experimental toggle
